On July 19, 2013, at approximately 10:20 am, Officers Omar Figueroa and Jason Chapman, of the Metro Task Force, were on their way to serve a warrant when they observed a car accident in the 900 block of S. St. Paul Street. A driver was traveling the wrong way down a one way street. Officer Figueroa flashed his lights at her to alert her to the fact that she was going the wrong way. Unfortunately, she did not notice this and crashed into another car. The other car struck a man, Anthony Clark, who was standing on the sidewalk. Clark sustained a severe injury to his left leg and was bleeding profusely. Using a tourniquet that Officer Figueroa personally purchased, the officers stopped the bleeding from Clark's left leg. Dallas Fire Rescue transported Clark to Baylor Hospital where he has undergone multiple surgeries, but is alive and will get to keep his leg. Chief Brown presented the Life Saving Award to Officers Figueroa and Chapman. In this video excerpt, the officers and Chief Brown recount the incident to CBS 11's Andrea Lucia.
